Tokyo Fears Rhapsody

Hachiro was created to terrify humanity and is the mightiest Fear going. Then he tried ice cream. Now he would rather be left alone with human food, which his own kind take badly. He sees the Metro Police mecha unit at work and decides that is what he wants to be instead.
